I want to install an IRC server on my site, but I don%26#039;t have permission from the web host to run executable files, which is what UnrealIRCD and others is/are. Is there any IRC server package out there that doesn%26#039;t require an executable installation?

No... they all need to run binary to operate... I don%26#039;t think there%26#039;s any non-executable daemons...
